Afterward, when the message generating circuit generates a third RRC message, the message generating circuit configures a third priority for the third RRC message. The message reordering circuit compares the first through the third priorities to rearrange transmission orders of RRC messages, and if the third priority is equal to the second priority, the message reordering circuit replaces the second RRC message in the message queue with the third RRC message.
