    Abstract: Disclosed are techniques for wireless communication using satellite access to a wireless network, where a wireless cell supported by a satellite is moving or temporarily fixed. In an aspect, a radio access network (RAN) entity or a user equipment (UE) provides, to a core network entity, an enhanced cell global identifier (CGI), where the enhanced CGI includes at least one field representing a location of the UE. Based on the enhanced CGI, the core network entity determines a location of the UE, and may provide a service to the UE based on the location. A core network may also provide an enhanced CGI to a RAN, e.g., to support wireless emergency alerting to UEs.

    Abstract: Aspects encompassing public land mobile network (PLMN) configurations are disclosed. In one example, first and second PLMN configurations are determined, and a parameter having a common identifier between a hybrid PLMN and a PLMN from a different PLMN configuration is identified, such that the hybrid PLMN may connect with a first or second core network type. Inclusion of the common identifier is limited to either the first or second PLMN configuration via an index, and the first and second PLMN configurations are transmitted. In another example, first and second PLMN configurations are received, and a hybrid PLMN in one of the two PLMN configurations is selected. A determination is made whether to use the hybrid PLMN to connect with a first or second core network type. A location server (LS), such as a 5G LMF, sends a request to a UE for periodic or triggered location and includes a request and/or criteria for using EDT. After confirming the request, the UE monitors for periodic or triggering events and, for each detected event, sends an event report to the LS which may include location information. In embodiments, the UE establishes a signaling connection with a RAN node but not with a core network to send the event report using EDT. The RAN node may then release the signaling connection, either immediately or after the LS returns a single response to the UE.

After generating the SSB, the mobile relay broadcasts the SSB. A UE receiving the SSB determines that the SSB is from a mobile relay based, at least in part, on information comprised in the SSB.
