The method may also include determining, via at least one computer processor, whether to accept or deny the resource allocation request based at least in part on a classification of at least one of network elements and communication links, wherein the at least one network elements and communication links is identified based on the resource allocation request. The method may further include providing the determination of whether to accept or deny the resource allocation request to the user device. The system may utilize a dynamic set of policy, customized according to the current network status, to optimize the performance of processing the resource allocation request.

This collected data may be used to create a utilization map that describes that users' expected mobility patterns and expected content usage information. The utilization map may be used to identify appropriate locations in which to place contents within the network in order to enhance network performance.
