Film is laminated to the foamed PVC core with an adhesive between the foamed PVC core and the film. The fly ash in the PVC core enhances the adhesion between the foamed PVC core and the film 120 is increased and resists delamination of the film. A PVC board includes a foamed PVC core, an adhesive, and a film. The foamed PVC core has about 1% to about 40% fly ash by weight for enhanced adhesion between the film and the foamed PVC core.
