    Abstract: Provided are a system and method for determining a position based on portable Internet in a portable Internet system. The method includes receiving, by the terminal, information on neighbor base stations (BSs) from a main BS, scanning the neighbor BSs while measuring Received Signal Strength Indicators (RSSIs) for the main BS and the neighbor BSs, determining whether the RSSI for the main BS is greater than a preset threshold value, and deciding, as a position of the terminal, a position associated with an IDentification (ID) of the main BS when the RSSI is greater than the threshold value.

    Abstract: Disclosed herein are a broadcast signal retransmission system and method using illuminating visible-light communication. The broadcast signal retransmission system comprises one or more light-emitting diode (LED) lighting fixtures, one or more smart communicators, and a home server. The home server receives and demodulates a multi-channel broadcast signal and, in reply to a signal request message from a smart communicator, transmits a demodulated broadcast channel signal through a power line to an LED lighting fixture indicated by the signal request message. The LED lighting fixture converts the broadcast channel signal into a light signal. The smart communicator receives the light signal from the LED lighting fixture and decodes the light signal into a broadcast signal. As a result, the user can selectively receive a broadcast signal of a desired channel using a smart communicator via a nearby LED lighting fixture.

The vector dimension conversion method for vector quantization includes the steps of: extracting a specific parameter having a pitch period from an input speech signal and then generating a vector of a dimension that varies according to the pitch period; dividing an entire frequency domain of the generated vector of the variable dimension into at least two frequency domains; and converting the vector of the variable dimension into vectors of mutually different fixed dimensions according to the divided frequency domains.     Abstract: A water-soluble carbon nanotube (CNT) wrapped with self-assembly material, and a method for preparation thereof, in which a mixture of the self-assembly material and CNT is provided, and the mixture induces a self-assembly of the self-assembly material on the CNT, thereby wrapping the CNT with the self-assembly material. Water-soluble CNT wrapped with self-assembly material is readily prepared by this method. The CNT wrapped with self-assembly material has excellent applicability in comparison with usual CNT because of its water solubility. Biosensors can be fabricated by selectively attaching to the CNT wrapped with self-assembly material, receptors that bind to or react with target biomaterials or organic compounds.
