    Abstract: The present invention provides a system and method to permit the network management system to indirectly manage layer one telecommunication resources dedicated to a carrier virtual network from a dedicating telecommunication network. In each telecommunication network a business layer allows that telecommunication network's management system and the layer one resources in that network to exchange network information and network instructions. One or more communication layers transmits messages having a predetermined format, such as XML or ASCII text, between the telecommunication layer to a format useable by the network management system associated with the interpretation layer for use as network information or network instructions.
