In this solution, after determining that a connection failure occurs, a terminal device records and sends a first report. The first report includes cell information of a first logical cell, or the first report includes a PLMN identifier of a first logical cell and cell information of a second logical cell. The first logical cell includes a source logical cell and/or a failed logical cell in which the connection failure occurs. The second logical cell includes a 1st logical cell that shares a same physical cell with the source logical cell and/or a 1st logical cell that shares a same physical cell with the failed logical cell. Based on this, a connection failure rate of the terminal device in a RAN sharing scenario can be reduced, and a handover success rate can be improved.

When a link between a terminal and a first radio access network device fails, and a master radio access network device of the first radio access network device is handed over, the terminal sends a first link failure report to a second radio access network device, so that the second radio access network device forwards the first link failure report to a third radio access network device, and the third radio access network device sends the first link failure report to the first radio access network device. In consideration that a synchronization signal and PBCH block (SSB) is introduced into a new radio (NR) system, the first physical cell identifier (PCI) corresponds to a first SSB, and the second PCI corresponds to a second SSB, the first access network device determines, based on the first PCI of the first cell and the second PCI of the second cell, that the first PCI conflicts with the second PCI. In this way, a PCI conflict corresponding to the SSB in the NR system can be detected. This helps eliminate or reduce PCI conflicts in an NR network, improve a success rate of terminal handover, and further reduce a call drop rate.
