    Abstract: A mat is disposed on top of an access cover to compensate for a vertical offset between the top of the cover and the top of the roadway surrounding the cover. Fasteners are inserted through aligned holes in the mat and the cover and anchored in place in such a manner that the heads of the fasteners do not protrude above the top of the cover.
