  • Publication number: 20120148103
Abstract: A method and system for automatic object detection and subsequent object tracking in accordance with the object shape in digital video systems having at least one camera for recording and transmitting video sequences. In accordance with the method and system, an object detection algorithm based on a Gaussian mixture model and expanded object tracking based on Mean-Shift are combined with each other in object detection. The object detection is expanded in accordance with a model of the background by improved removal of shadows, the binary mask generated in this way is used to create an asymmetric filter core, and then the actual algorithm for the shape-adaptive object tracking, expanded by a segmentation step for adapting the shape, is initialized, and therefore a determination at least of the object shape or object contour or the orientation of the object in space is made possible.

  • Publication number: 20120092211
Abstract: A device and method for secondary radar signal reception with quasi-dynamic or dynamic sectoring of a space to be monitored. The device includes at least one antenna assembly including antenna elements for the reception of transmitted secondary radar signals, a signal processing unit connected via a connection point to the antenna elements for the joint processing of received antenna signals, outputs associated with a couple matrix in the signal processing unit and individual receivers. The couple matrix includes adjustable coefficients for sectoring of the space to be monitored and for performing a superposition of the antenna signals using a multiplicative-additive combination of the received antenna signals. In the case of dynamic sectoring of the space, each receiver receives for each receipt telegram another weighted superposition of the antenna signals with certain couple coefficients, and in the case of quasi-dynamic sectoring the adjustable coefficients are fixed over a longer time period.

  • Publication number: 20110313694
Abstract: 1. The invention relates to a modular, expandable measuring device comprising an access-protected area. 2.1 Systems having a variety of designs are known which offer protection against unauthorized manipulation by end users/customers, in particular comprising a sealable housing cover or an electronic security seal. The user is always the measuring facility operator or measurement service provider, who procures the resource counters, installs them at the customer's site, services and reads them; the same applies to communication installations. Lacking in practice, however, is a measuring device/meter which can be used universally, independently of other technical conditions, and which can be expanded/adapted in a simple manner and has at least one access-protected area/space in the housing. 2.2.

  • Publication number: 20110224935
Abstract: There are various systems designed for outputting counter data that are primarily collected under the term AMM systems today (AMM: Automatic Meter Management). Lacking in practice, however, is a consumption counter and a method for recognition of manipulations that is universally applicable, independently of other technical conditions, and that gives the customer the option for self-monitoring (consumption/leaks, etc.) locally.

  • Publication number: 20110051808
Abstract: A method and a system for spatial scalable region of interest transcoding of JPEG2000 coded video frames for video surveillance systems are shown. Based on a user defined ROI the method transcodes HD frames into images in moderate resolution with a ROI in HD resolution. The transcoder extracts all packets belonging to the ROI or the lower resolution levels of the background from the JPEG2000 bitstream. Non-ROI packets of higher resolution levels are replaced by empty packets. The ROI is tracked using a mean shift algorithm to guarantee that always the correct image details are extracted in high resolution. Since the transcoding is performed by extracting and replacing packets of the codestream, an expensive re-encoding of the code-stream is not required. Thus, the transcoding technique is of low complexity and shows a short processing time. Combining the transcoding technique with mean shift tracking leads to a powerful video transcoding technique.

  • Patent number: 7869707
Abstract: Differently designed measuring systems exist of which most contain a central signal processing unit and a number of electrical measuring components, and in which the measured values furnished by the measuring components are optically transmitted over optical wave guides. The aim of the invention is to provide a measuring system of this type, which has low power consumption and enables a reliable optical data transmission. To this end, an optical loop is provided between a central measuring unit (MG) and a sensor head (SK). Microprocessors (MP1, MP2), which are situated inside the central measuring unit (MG) and inside the sensor head (SK), carry out transmitting, measuring and monitoring tasks as a distributed controller with bi-directional data communication. A frame synchronization signal serves both for supplying power as well as for deriving a clock signal for block-oriented data transmission.

  • Publication number: 20110001659
Abstract: 1. A device and a method for the improved directional estimation and decoding by means of secondary radar signals. 2.1 Radio-based positioning systems on the basis of secondary radar signals are known. For this purpose special receiver systems are utilized for estimating the direction, and special receiver systems are utilized for decoding secondary radar signals. In particular, a secondary radar system is absent, which, among others, takes into consideration any shortcomings of the hardware used, such as coupled antenna elements, different low-end impedances, deviating distances between the antenna elements, manufacturing and installation tolerances, and the like. 2.
