    Abstract: Methods, systems, and devices for wireless communications are described. Generally, a UE in a connected state with a cell of a first radio access technology (RAT) type may trigger a UE initiated inter-RAT redirection procedure to a neighboring cell of a different, higher priority level, RAT type if the network does not configure the UE to perform connected measurements for candidate neighbor cells of the higher priority level RAT type. A UE may receive an indication of candidate neighbor cells of a higher priority level RAT type. The UE may perform UE initiated measurements on the indicated candidate neighbor cells of the higher priority level RAT type. The UE may trigger an inter-RAT redirection procedure to one of the neighbor cells of the higher priority level RAT if the UE finds a suitable cell based on the UE initiated measurements.

The UE may disconnect from the HST cell and camping on a non-HST cell based at least in part on a UE mobility in an HST railway. The UE may determine that disconnecting from the non-HST cell and camping on a new HST cell is to be prioritized over remaining on the non-HST cell, based at least in part on the UE being in the HST railway and based at least in part on a priority of HST cells being greater than a priority of non-HST cells.     Abstract: Methods, systems, and devices for wireless communication are described that provide for cell selection or reselection at a user equipment (UE) based on cell selection preference criteria of the UE. The UE may receive a set of cell selection criteria that provides a priority order for cell selection based on one or more cell features, cell types, or combinations thereof. The UE, based on one or more signal measurements of available cells and the cell selection criteria, may select one of the available cells for communications. The UE may also maintain a feature cell database in which a number of cells and an associated feature mask may be stored and used to identify cells having features or types associated with the cell selection criteria for use in cell prioritization. Cell selection criteria may be used for cell selection/reselection procedures, mobility procedures, or any combinations thereof.

    Abstract: A user equipment (UE) receives a SIB1 message from a base station. The SIB1 message lists first and second public land mobile network identifiers (PLMN IDs), the first PLMN ID having a corresponding tracking area code (TAC) and the second PLMN ID not having a TAC. The UE reports the first PLMN ID and TAC but not the second PLMN ID while performing PLMN selection. In another aspect, the UE unsuccessfully attempts to select or reselect to a shared cell of the base station with the second PLMN ID. In response to the failed attempt, the UE bars the shared cell as a candidate for cell selection/reselection, due to a missing TAC. When the UE attempts to select or reselect to the shared cell with the first PLMN ID, which may or may not have a TAC, the UE reevaluates the barring due to selection of the first PLMN ID.
