The system includes a first crystallization unit, a first reverse osmosis unit, a second crystallization unit, a lime softening unit and a second reverse osmosis unit, which are connected in sequence. The system of the invention is able to eliminate the permanent hardness and the temporary hardness of the concentrated brine, and the hardness can be reduced to equal to or less than 50 mg/L.
