    Abstract: At the time of registration of a base station, the base station reports to a gateway device list information regarding core networks that are to be connected. At the time of call origination from a user terminal, the base station reports to the gateway device, by means of a message of protocol for termination between a base station and a gateway, network identification information that indicates core networks that are to be connected to the user terminal The gateway device transfers a control message from the user terminal to the core networks indicated by the network identification information that was reported. At the time of call connection to the user terminal, the gateway device selects the base station to which paging from the core network is to be transmitted on the basis of the list information reported from the base station at the time of registration.

    Abstract: A mobile communication system (100) includes: several radio base stations (111-11n) each transmitting a setting request including ID of the radio base station itself and group ID identifying a group to which the radio base station belongs; a gateway (120), the gateway (120) associating the ID and the group ID included in the setting request with each other upon receipt of the setting request and storing as distribution destination information; and a switching center (130) transmitting, to the gateway (120), a distribution request including the group ID of a group being a target to distribute an emergency early warning. The gateway (120) specifies at least one radio base station associated with the group ID included in the distribution request out of the distribution destination information, and transfers the distribution request to the specified radio base station. The radio base station distributes the emergency early warning to a subordinate cell.
