    Abstract: A seat belt apparatus including a seat belt through anchor including a hanging shaft that a seat belt withdrawn from a retractor is hung on. The seat belt anchor also includes an anchor base that supports both ends of the hanging shaft. The anchor base includes a shaft non-rotatably supported by the anchor base at both ends and a tube body rotatably attached outside the shaft. The seat belt through anchor additionally includes a stopping mechanism for preventing rotation of the hanging shaft when a pressing force of a predetermined magnitude or more is applied to the tube body from the seat belt.
