A rope hook fixed to one end of the movable member can be projected from the vehicle body and retracted. A latch lever is swingably mounted on the movable member, and first and second pins are fixed to the case. The first pin engages with the latch lever and holds the movable member in a middle position in which the rope hook is snugly retracted.
