In a page editing unit, a parts information storage unit stores information on template parts, a part inserting unit retrieves a first template part from the parts information storage unit, and a display unit displays the first template part. An operation reception unit accepts an operation to change the first template part to a second template part, and, in response to the operation, a candidate generating unit displays candidates for the second template part obtained by filtering based on a change rule on the display unit. Moreover, a change processing unit embeds, in an appropriate area in the second template part, content embedded in the first template part in response to an operation to select the second template part from the candidates.
