The rotational axis of each brush is also biased a predetermined distance from the central axis of a core thereof. Since the brushes swing in conjunction with the rotation thereof, small vibrations and large swings cause the gaps between packaged articles to be readily filled and reduce the space occupied by the packaged articles.
