With respect to the terminal list, the propagation delay amount estimation unit sniffs the uplink pilot signal that is transmitted to the first base station. According to the uplink pilot signal in the primary cell and a reception timing that the communication device itself which configures the second base station retains, the propagation delay amount estimation unit estimates a propagation delay amount between the primary cell and the secondary cell and an uplink-timing correction amount.
