The determination unit determines whether it is necessary to replace a first part with a new replacement part within a period in which a periodic inspection of the railroad car is performed, on the basis of the life information, and information on a scheduled carrying-in date and a scheduled carrying-out date. The scheduled carrying-in date is a date on which the railroad car is to be carried into an implementation site where the periodic inspection is performed. The scheduled carrying-out date is a date on which the railroad car is to be carried out of the implementation site. The first part is expected to reach the end of its life after the scheduled carrying-out date.
