The processor is configured to: estimate an emotion of a person watching an own vehicle on the basis of an image data of a surrounding environment of the own vehicle; generate emotion data including an estimate of the emotion of the person watching the own vehicle; specify a state of the own vehicle viewed by the person watching the own vehicle; and correlate the emotion data with the specified state of the own vehicle. The storage is configured to be caused by the processor to store the emotion data correlated with the specified state of the own vehicle.

The road-surface-state detection processor detects a road-surface state of a road on which the vehicle is traveling. The threshold setting processor decides, based on the state value, one or more determination thresholds of a state to be determined as occurrence of dangerous driving. The dangerous-driving determination processor determines that the dangerous driving is occurring in a case where the state value is present within a range outside any of the one or more determination thresholds for a predetermined time period or more.

The threshold adjuster adjusts a threshold based on at least one of the relative speed, the relative position, or the curvature. The threshold is used to determine the gaze target. The gaze determination unit determines the gaze target as a gaze event based on the threshold adjusted.
