On the other hand, when the cellular phone terminal 103 moves outside the wireless LAN area 102 like a cellular phone terminal 106, at least one part of the function of the activated functions is non-activated or disabled. The protocol converter analyzes packets of speech received from the packet-switching network to specify the encoding bit rate of speech data in the speech packets. The protocol converter then specifies the multiplex table used in multiplexing frames on the circuit-switching network from the encoding bit rate. The protocol converter further generates frames by using the multiplex table that was specified to multiplex data in the payload of packets received from the packet-switching network and transmits to the circuit-switching network.
