The detection sensor detects information about the displacement of a setting area that is previously set on the elongated member during the deflection of the elongated member toward the inside of the vehicle. The deriving unit derives the displacement and the displacement speed of the setting area relative to a vehicle body side member based on the information detected by the detection sensor. The determination unit determines the mode of the side impact on the vehicle based on the information derived by the deriving unit.
