Once a recording medium was loaded into a recorder-player connected with a coded-data control device, the device reads control data from the recording medium and stores the data in a coded data control portion. At random accessing, the control data is read-out from the coded-data control portion and entered into a recording medium controller which in turn controls the recording medium to read-out only desired data according to the information inputted from the coded data control portion. In random access playback, fast playback from the midway of a video-sequence can be realized by accessing coded data of a video frame by using control data.

The 3-D image display unit includes measuring means for measuring a display time of a 3-D image, parallax adjusting means for instructing 3-D image forming means to adjust the parallax of the 3-D image. In the case where the 3-D image display time measured by the measuring means exceeds a predetermined time, the parallax adjusting means instructs the 3-D image forming means to reduce the parallax of the 3-D image to be formed, thereby the display means comes to display a 3-D image having a small parallax. The user can thus be protected from eyestrain.

    Abstract: An image encoder/decoder by which a partial image is encoded easily with a resolution meeting the user's demand, wherein the encoded amount of data is not increased and a necessary capacity of memory can be reduced. The image encoder has a tile decomposition portion which divides image data into tiles of N pixels×M pixels, a wavelet transform coding portion which extrapolates predetermined data at the peripheries of the tiles outputted from the tile decomposition portion and performs subdivision to perform wavelet encoding. A management information generating portion generates information for managing the encoded data in order that the encoded data outputted from the wavelet transform coding portion can be decoded for each tile and for each subband of the wavelet encoding. Also, a coded data integration portion links the encoded data encoded by wavelet encoding for each tile by using the output of the management information generating portion and adds the managing information to the encoded data.

Coding is so performed that the frame rate inside the partial region is higher than that outside the partial region. To perform such coding, the coder comprises a region selecting section (201) for selecting the partial region, a shape coding section (202) for coding is the shape of the partial region, a moving picture coding section (204) for coding only the values of the pixels inside the partial region according to the selected region, and a coding control section (205). A moving picture decoder decodes a picture in the second mode by superimposing decoded picture data of the partial region of the picture in the second mode on the decoded picture data of the entire picture in the first mode.
