The apparatus contains an electrolytic cell having an anode chamber and a cathode chamber separated from one another by a diaphragm of a solid polymer electrolyte membrane. The diaphragm contains: (a) an ion exchange membrane and (b) a pair of multilayered electrodes chemically plated to both surfaces of the ion exchange membrane.
