The attachment member includes a front-side divided body and a back-side divided body. The elastic member is sandwiched between the front-side divided body and the back-side divided body, whereby the elastic member is fixed along its entire perimeter by the edge.

When a rear-side collision occurs in the vehicle in a state in which the head of the occupant is away from the headrest and an inertia force applied to the occupant, the insert member allows the head of the occupant to sink into the headrest after the head of the occupant comes in contact with the headrest.
