    Abstract: This application relates to a measurement method and an apparatus. If determining that a terminal device meets a first measurement reporting condition, the terminal device sends first information to a network device. After receiving the first information, the network device sends second information to the terminal device, and the terminal device receives the second information from the network device, where the second information is used to indicate to enter a relaxed measurement state of a serving cell. For such a terminal device, frequent measurement of the serving cell is equivalent to an unnecessary measurement process, and causes high power consumption. Therefore, the network device may indicate such a terminal device to enter the relaxed measurement state of the serving cell, to reduce a measurement process of the serving cell, so as to save power.
