Abstract: Embodiments of this application provide a delay measurement method, a network device, and a terminal device. The method includes network device receiving first information from a core network requesting the network device to measure a transmission delay between the network device and the terminal device. The network device obtains a transmission delay measurement result in response to the first information, and sends second information to the core network within a first preset duration The second information provides an indication of the transmission delay measurement result.

Abstract: Example communication methods and apparatus are described. One example method includes determining, by a terminal device, that a connection failure occurs between the terminal device and a first cell, where the first cell is a cell of a first network device. The terminal device determines signal quality of a second cell of a second network device, where both the first network device and the second network device provide communication services for the terminal device. If the signal quality of the second cell is greater than or equal to a first preset threshold, the terminal device performs a connection recovery process between the terminal device and the first cell by using the second cell.
