The method includes: When detecting that a link problem occurs in an MCG or signal quality of the MCG is less than a signal quality threshold, a terminal device resumes a suspended SCG, to resume communication between the terminal device and a network side. The MCG is managed by a master node, and the SCG is managed by a secondary node.
