The base station sends an intra-cell handover command to the UE if the SINR is greater than a first preset value, the MCS is greater than a second preset value, the packet error rate of the VoLTE data packet of the UE that is received by the MAC layer of the base station is less than a third preset value, and the total quantity of VoLTE data packets of the UE that are received by the RLC layer of the base station is greater than a fourth preset value.
