Thus, it is possible to guarantee the Quality of Service(QoS) of voice or moving image packets. In addition, when the real-time service packets are only the voice packets, a fragmentation threshold value is provided to the data terminals from which the data packets are transmitted, and when the data packets transmitted from the data terminals are processed, the maximum permissible delay time of the voice packets is calculated, and then each data packet is inserted between the voice packets.
