    Abstract: Provided is a base station for operating a Cooperative Multi-Points Transmission and Reception (CoMP). A base station of a serving cell may perform scheduling according to an Inter-cell Interference Coordination (ICIC) scheme from a point in time when a service is provided to a user equipment (UE). When a Precoding Matrix Index (PMI) coordination is required, the base station of the serving cell may perform the PMI coordination in interoperation with a neighboring cell. In addition, when a status of the UE satisfies a particular condition, the base station of the serving cell may perform the aforementioned ICIC scheme and the PMI coordination. Also, the base station of the serving cell may perform the aforementioned ICIC scheme and the PMI coordination together.

    Abstract: The present invention relates to a device for providing a quality of service (QoS) of a hand-off between heterogeneous networks, and a method thereof. According to the present invention, the device includes a device for performing a QoS management function for each access system and a device for performing a QoS management function between heterogeneous access systems in a network including a plurality of interlocked access systems. The device for performing the QoS management function for each access system manages a user service session, a local QoS of the access system, and a QoS context of the service session. The device for performing the QoS management function between the heterogeneous access systems negotiates the QoS of the service session and manages the QoS context when the hand-off is performed between the heterogeneous access systems, and performs a QoS mapping operation.

The resource allocator is for receiving the request of resource allocation from the policy deciding unit and allocating resources.

A cell may be divided into a plurality of regions. A constant available resource band and a selectively available band are allocated to each region. The resource allocation scheduling and the power management are performed according to the resources allocated to the respective regions and the interference characteristics assigned to the respective resources.

The method of controlling interference between cells in a mobile communication system including a plurality of cells includes: dividing each cell into at least one segment based on density of terminals within each cell and distance from the center of each cell; allocating rise over thermal (RoT) with respect to each segment based on the distance from the center of each cell, an attenuation ratio according to the distance, and a shadowing factor; and providing data services to terminals within each segment according to the allocated RoT. Accordingly, it is possible to improve system throughput.
