The apparatus includes a controller and a frequency set unit. At frequency modulation, the controller determines whether a modulation frequency corresponds to a frequency inducing EMI. In a case where it is determined that the modulation frequency corresponds to the frequency inducing EMI, the frequency set unit resets the modulation frequency.
