An adjustable fitting sleeve is configured to lock or unlock the inner tube and the outer tube after adjusting the length of the shaft. The shaft includes a receiving chamber. A water absorption head is fixed on the outer tube and has a passing orifice. The blade includes at least one outlet communicating with the receiving chamber, such that the inner tube is actuated to absorb the waters into the receiving chamber from the passing orifice, and the inner tube is pulled back and forth so that the waters discharge out of the at least one outlet continuously.

The foot portion has a through orifice communicating with the guide opening. The fitting sleeve includes a peripheral fence, an internal screwing portion, and multiple positioning portions. A distance is defined between the connection portion and the fitting sleeve by ways of the positioning portion so that air and stems discharge out of the foot portion from the oil filter along the guide opening.

The rotatable adjuster includes a clamp member arranged on a side thereof and includes a connection member having a square cross section and disposed on a bottom of the rotatable adjuster so as to connect the positioning column on the base. The base is in a protrusion shape and includes a groove defined on a middle section of a top of the base, and the groove has two slots respectively defined on two intermediate sections of two peripheral sides thereof.
