The polyisocyanate composition exhibits not only excellent dispersibility in water, but also exhibits high stability in the form of an aqueous dispersion thereof, since a reaction between the terminal isocyanate groups and water is suppressed.

C., and being not blocked at 40.degree. C. or less. The straight-chain crystalline polyuretdione of the present invention can be used as a hardener for powder coatings and does not cause a bad smell due to a blocking agent during baking of coating.
