The control unit (50) causes the air supply unit (45) to supply air while the supply of fuel from the fuel supply unit (22) is stopped. The control unit (50) supplies electrical power to the electric heater (32) and controls the temperature of the electric heater (32) so as to reach a combustible temperature at which fuel can combust.
