A nonwoven fabric fusing unit couples the rubber band, conveyed by the rubber band conveying unit, to the nonwoven fabric. A driving unit makes the rubber band conveying unit reciprocate to the rubber band mounting unit or the nonwoven fabric fusing unit. A collecting unit grips and collects the fused hair cap.
