    Abstract: A system for performing transmit power and admission control for a satellite based wireless communication systems. Admission control uses centralized admission and distributed admission controls. Centralized admission control uses a maximum persistence value broadcasted from a hub to terminals. Persistence is the probability that a transmission will timely occur. Each terminal transmits a persistence that is no greater than the maximum persistence value. If the transmission fails, the transmission is repeated using the same probability. Lowering the persistence introduces a delay for alleviateing congestion. Power control is performed using centralized and distributed power control. Centralized power control uses power control commands transmitted from the hub to each terminal. When an acknowledge is not received, a backoff and recovery procedure is performed.

A scalable system is provided in an extensible framework for edge services, employing a combination of a flexible profile definition language and an open edge server architecture in order to add new and unforeseen services on demand. In one or more edge servers content providers are allocated dedicated resources, which are not affected by the demand or the delivery characteristics of other content providers. Each content provider can differentiate different local delivery resources within its global allocation. Since the per-site resources are guaranteed, intra-site differentiation can be guaranteed. Administrative resources are provided to dynamically adjust service policies of the edge servers.

    Abstract: A communications network having a number of routers, a number of base stations and a number of mobile units maintains communications with the mobile units by assigning a unique address known to the routing entities of the network to each mobile unit. By including the mobile units unique address in topology updates of the network, the location of the mobile unit at any time is made known to all routers of the network. That is, once a mobile unit moves into a domain of a new access point and establishes a new link with the new access point, it uses the topology update mechanism of the network to make its new location known to all routers. Once a router of the network receives topology update information specific to the mobile unit's new location, it updates its routing table such that packets destined to the mobile unit are routed in a path which terminates at the mobile unit and contains its new access point.

A mobile station reports to a base station only upon entering selected reporting cells. When communication with a mobile station is desired, the station is searched for in the vicinity of the last reporting cell in which the station appeared. The vicinity of a reporting cell is defined as the set of all intersecting cells reachable from the reporting cell without passing through another reporting cell.
