A device having a uniform frame. Inside the device there is a flow space for a flow-through of a medium circulation occurring inside thereof in its longitudinal direction. The flow space has, when viewed in a crosswise plane perpendicular to its longitudinal direction, adjacent narrow flow ways in one or more directions. Opposite walls of the flow ways are arranged as electrodes in potentials differing from each other.
