    Abstract: These teachings present a new minimization of drive test MDT mode which is valid when the user equipment UE is in an idle state and in a connected state and across the state transitions. The extended logged MDT configuration according to this mode may be configured for the UE by the network, or autonomously by the UE itself. In some embodiments it is associated with the UE reporting its preference for power optimized configuration indication. Some embodiments have a minimum threshold to assure any MDT report from this mode has a sufficient volume of data or sufficient number of data points logged, and so is well suited for smart phones with always-on applications. The parameters such as logging periodicity can differ between the idle and connected state even for a given extended logged MDT configuration.

These numbers are processed by the UE into a single reporting metric which the UE reports to the network for example in a MDT measurement report.     Abstract: Systems and techniques for minimize drive testing measurements. Network elements including UEs and eNBs are configured to define measurement procedures to determine control plane latency affecting scheduling requests, RACH procedures, and combinations thereof. Upon initiation of a request for uplink resources, such as a scheduling request or a RACH procedure, a UE notes the time of the request and measures the time until its fulfillment. If a scheduling request fails, a RACH procedure may be performed and in such cases, the time from initiation of the scheduling request, through its failure, until successful completion of the RACH procedure may be measured. Once a measurement has been made, the measured duration and other associated information are assembled and analyzed, and when the measurement and other information meets criteria for inclusion in a measurement report, the report is assembled and sent, or logged for sending, to an eNB.
