MME determines whether MME is in the overload state on the basis of an available resource of MME and a load state of a gateway according to the call setup request transmitted from the base station, and transmits the call setup request to the gateway if MME is determined to be in the non-overload state. The gateway determines whether the gateway is in the overload state according to the call setup request transmitted from MME, and performs a call setup procedure if the gateway is determined to be in the non-overload state.
