  • Patent number: 10237572
Abstract: Provided is an apparatus for decoding a moving picture that determines a quantization step size of a previous coding block according to scan order as the quantization step size predictor of the current coding block when a quantization step size of a left coding block of a current coding block and a quantization step size of an above coding block of the current coding block are unavailable and determines an available motion vector encountered first when retrieving motion vectors in the order of motion vector of a first predetermined position and motion vector of a second predetermined position in a reference picture as a temporal motion vector candidate. Therefore, it is possible to reduce the amount of coding bits required to decode motion information and the quantization step size of the current prediction block.

  • Patent number: 10237680
Abstract: Technology described herein provides carrier-monitoring (CM) signaling approaches that can be used by networks and/or mobile devices. An evolved Node B (eNB) can send an IncMon-support message indicating whether a network supports the increased-number-of-frequencies-to-monitor (IncMon) feature. A UE can apply a default CM configuration if the UE does not receive an IncMon-support message from the eNB. The eNB can use dedicated signaling or broadcast signaling to inform a UE of a default CM configuration or one or more adopted CM configurations that are used in the network. The eNB can also send a list of carriers that are to be monitored to the UE. The UE can also send UE-capability information to the eNB, such as a default CM configuration, an adopted CM configuration, or configurable configurations in different radio access technologies (RATs) supported by the UE.

  • Patent number: 10233137
Abstract: A method for removing unsaturated halogen impurities from 2,3,3,3-tetrafluoropropene (HFO-1234yf) of the type that may otherwise be difficult to separate from HFO-1234yf due to the impurities having boiling points which are close to that of HFO-1234yf and/or the potential of one or more of the impurities to form azeotropic mixtures with HFO-1234yf. A HFO-1234yf stream including unsaturated halogenated impurities is first passed through a caustic scrubber and is then passed through an acid scrubber. In the caustic scrubber and acidic scrubber, undesirable impurities are removed, in particular, 3,3,3-trifluoropropene (1243zf), 1-chloro-1-fluoroethylene (1131a), vinyl chloride (1140), and/or 1-chloro-2-fluoroethylene (1131).

  • Patent number: 10235750
Abstract: A method is proposed for identifying an anatomical structure within a spatial-temporal image (i.e. a series of frames captured as respective times). A current frame of spatial-temporal medical image is processed using information from one or more previous and/or subsequent temporal frames, to aid in the segmentation of an object or a region of interest (ROI) in a current frame. The invention is applicable to both two- and three-dimensional spatial-temporal images (i.e., 2D+time or 3D+time), and in particular to cardiac magnetic resonance (CMR images). An initialization process for this method segments the left ventricle (LV) in a CMR image by a fuzzy c-means (FCM) clustering algorithm which employs a circular shape function as part of the definition of the dissimilarity measure.
