A locking member operates to a locking position that secures the barricade member in the blocking position. A motion sensor is coupled with the barricade member. An interior controller delivers an instruction to operate the actuator from the locking position to the release position when the locking member is in the locking position and the barricade member is in the blocking position. Where an excessive torque prevents operation of the locking member to the release position, the interior controller delivers the instruction to an instruction queue and activates an external alert proximate the vehicle. The barricade motor is selectively idle when the locking member is in the locking position and the barricade member is in the respective blocking position.
