The apparatus includes a control module for being operatively coupled to a power grid for receiving an incoming power signal therefrom, the incoming power signal providing a first voltage and a second voltage in a vehicle. The control module is configured to determine a phase difference between the first voltage and the second voltage and to determine a signal frequency of the incoming signal to determine a country type for the power grid. The control module is further configured to control a number of switching devices to generate an output voltage signal based on the phase difference and the signal frequency to charge at least one battery on the vehicle.
