The video distribution device has a public place setting unit that sets a public place for distributing content data including at least free viewpoint video data and teaching files based on public place setting information transmitted from the terminal device; and a determination unit that, when a request is received from the terminal device of the user for distribution of the content data in the public place, determines whether the request can be processed based at least on the authorization of the user that has made the request and the authorization set for the public place, and if the conditions are satisfied, the determination unit executes the processing.
