Abstract: Water-soluble packets containing liquid germicidal detergent concentrates are provided. The germicidal detergent concentrate preferably includes about 55 wt. % to about 75 wt. % of at least one quaternary ammonium compound having the general structural formula I: ##STR1## where each of R.sub.1, R.sub.2, R.sub.3 and R.sub.4 is independently a hydrophobic, aliphatic, aryl aliphatic or aliphatic aryl radical of from 6 to 26 carbon atoms, and X is an anion; about 15 wt. % to about 35 wt. % of at least one nonionic surfactant; and about 5 wt. % to about 15 wt. % of at least one polyol containing from 2 to 6 carbons and from 2 to 6 hydroxyl groups. Also provided are methods of cleaning and disinfecting, in which the packets are added to a volume of water to dissolve and form a cleaning solution, which is used to clean and disinfect a material.
