The thermal transfer panel includes a thermal radiating plate having a plurality of spaced elongate tabs and a thermal insulating plate having a plurality of elongate grooves. The tabs can include a plurality of apertures, wherein the thermal insulating plate is coupled to the thermal radiating plate, by a bonding agent or a portion of the thermal insulating plate being flowed into the apertures of the tabs so as to retain the thermal insulating plate relative to the thermal radiating plate.
