    Abstract: A method and system for automatically adjusting charges to a pre-paid account in a telecommunications or distributed processing network following a failure in the network. After a service that is chargeable against the pre-paid account is initiated in the network, a failure in the network is detected. The failure prevents a charging node from receiving event data relating to the pre-paid account. After recovery from the failure, a message is sent to the charging node containing service status information. The charging node adjusts the account balance in accordance with the service status information.

    Abstract: A method of supporting functionality for roamer port calls in a radio telecommunications network in which Number Portability (NP) is implemented, the network having a plurality of mobile switching centers (MSCs) and home location registers (HLRs). The network includes a roamer port MSC having a roamer port which is shared with at least one neighboring MSC. A number portability database (NPDB) associates a location routing number (LRN) with each distinct MSC/HLR pair in the network. When a roamer port call, which includes the mobile directory number (MDN) of the called mobile station, is received in the roamer port MSC, the roamer port MSC determines whether the MDN falls within a ported range. If so, a request is sent to the NPDB to retrieve a LRN for the called mobile station. From the LRN, a HLR associated with the mobile station is identified.

    Abstract: A system and method of reducing control message signaling load in a radio telecommunications network. When an authentication request is issued by the mobile switching center (MSC), the home network performs authentication of the visiting subscriber. When authentication fails the home network determines if a threshold value is reached. If so, a suitable authentication code portion is included in the return message so that local authentication of the visiting subscriber may be performed. The MSC is able to locally authenticate a visiting subscriber trying to access the network thereby suppressing the transmission of additional authentication requests and failure reports to the home network. For failed authentications, the VLR transmits authentication failure reports to the home network. If a threshold value is reached the MSC locally authenticates the mobile subscriber's subsequent attempts so that the VLR is precluded from sending additional authentication failure reports to the home network.

    Abstract: A system and method in a radio telecommunications network for reconnecting an emergency call between a roaming mobile station with an emergency (emergency MS) and a public safety answering point (PSAP) when the call has been disconnected before the call was finished. The network includes a serving mobile switching center (MSC) serving the emergency MS, a border MSC bordering the serving MSC, and a home location register (HLR) that stores features and subscription data for the emergency MS. When the emergency call begins, a hotlining feature for the emergency MS is activated in the HLR which automatically reconnects the emergency MS to the PSAP when the MS accesses the network through a registration or by originating a subsequent call. Inter-exchange messages ensure that the emergency MS is automatically connected to the PSAP, even if the emergency MS accesses the network in the border MSC.

    Abstract: A system and method in a radio telecommunications network for reconnecting a disconnected emergency call between a mobile station having an emergency (emergency MS) and a public safety answering point (PSAP). The method reduces the probability that a second MS such as a cloned MS will respond to a reconnection attempt. If a second MS responds to a first reconnection attempt, procedures are implemented to locate and connect the emergency MS. The network includes a serving mobile switching center (MSC) serving the emergency MS that includes a re-paging mechanism and a reconnection timer. The PSAP includes an alarm generator that notifies the serving MSC when a second MS is connected to the PSAP rather than the emergency MS. Upon receiving an alarm from the PSAP, the serving MSC reattempts to page the emergency MS.

    Abstract: A common channel signaling system interconnects two home location registers. A data administrator responds to a network operator request by sending commands to a first (originating) home location register to have subscriber data extracted and formatted for communication over the common channel signaling system. Prior to communication, the first home location register verifies a common channel signaling system functionality level of a second (destination) home location register. If verified, the communication is sent, unformatted, and the included subscriber data stored. A data network and service management access layer further interconnect the two home location registers. The data administrator responds to a generic network operator migration request by generating home location register specific commands instructing the first home location register to extract subscriber data for transfer over the data network and through the service management access layer to the second home location register for storage.
