    Abstract: The present invention relates to a system and method for transmitting interworking information of a mobile communication system and a broadband wireless access system. In the method, a cell broadcasting service message or system information including interworking information of the broadband wireless access system is received, and a communication connection between a mobile terminal and the broadband wireless access system is established based on the cell broadcasting service message or the system information. In addition, an interworking system of the mobile communication system and the broadband wireless access system transmits, by using a cell broadcasting service or system information broadcasted by the mobile communication system, broadband wireless access system information to a mobile terminal used in the two systems.

    Abstract: The present invention relates to a device for providing a quality of service (QoS) of a hand-off between heterogeneous networks, and a method thereof. According to the present invention, the device includes a device for performing a QoS management function for each access system and a device for performing a QoS management function between heterogeneous access systems in a network including a plurality of interlocked access systems. The device for performing the QoS management function for each access system manages a user service session, a local QoS of the access system, and a QoS context of the service session. The device for performing the QoS management function between the heterogeneous access systems negotiates the QoS of the service session and manages the QoS context when the hand-off is performed between the heterogeneous access systems, and performs a QoS mapping operation.

When a terminal is in the idle state, an IP is reallocated according to a process of mobile IPs to perform a location registration process, and when the terminal is in the active state, it operates according to a procedure of a mobile communication network. Therefore, the terminal operates in two modes to support mobility on the IP-based networks, and it performs a handover procedure by configuring a layer below the MAC to a new AS without allocating the IP at the handover state when it is in the active state to thus minimize handover delay time.
