    Abstract: A data transmission apparatus transmits a first control message including information needed for a data receiving apparatus to receive multicast broadcast service (MBS) data to the data receiving apparatus, and allocates a first carrier to the data receiving apparatus as a secondary carrier. The data transmission apparatus activates the first carrier without a procedure for exchanging a second control message for activating a carrier after the transmission of the first control message is achieved. The data transmission apparatus transmits MBS data to the data receiving apparatus through the first carrier.

Therefore, the cost and efficiency can be improved by measuring the position of the mobile station by changing the ranging method used in the conventional system.
