The manufacturing method includes the steps of: (S1) preparing a cyclodextrin derivative, in which hydrogens of a cyclodextrin are substituted with a certain compound; (S2) mixing the cyclodextrin derivative, PVC and a low molecular weight liquid plasticizer to form a plastisol; and (S3) heating the plastisol into liquid and cooling the plastisol. This manufacturing method uses cyclodextrin derivatives, in which cyclodextrins are modified with certain compounds, and these derivatives form a complex with the low molecular weight liquid plasticizer to suppress plasticizer migration.
