This is accomplished through the creation of an address label which is affixed to the disbursement in the form of an encrypted code, which can be decrypted by a user for storage in a separate disbursement record file containing relevant identifying information. Address label information will include a sender identifier, an address identifier, a disbursement amount, and an optional reference number associated with an allocation or budget proposal. When the disbursement is received by a department or project manager, the system checks the address label against the department's identifier for a match. A correct match results in attribution of the funds to the recipient's available funds total.
