More particularly, the PDF: receives radio spectrum block data via an interface; and determines, using the radio spectrum block data, a first radio spectrum block for use during a session for a subscriber, wherein the first radio spectrum block is one of a plurality of radio spectrum blocks, and wherein the subscriber has a unique set of policy and charging control (PCC) rules corresponding to each of the radio spectrum blocks in the plurality. The PDF further selects and provides to a policy enforcement function the set of PCC rules for the subscriber corresponding to the first radio spectrum block, for applying to communications with the subscriber during the session.

The dispatch controller sends the token to the data-capture device, receives a data stream, and forwards the data stream to a public safety wireless communication device. The public safety wireless communication device may itself discover and access the data-capture device, and may receive the data stream directly from the data-capture device. The public safety wireless communication device may forward the data stream and/or the access token to other public safety wireless communication devices.

    Abstract: Disclosed are methods and systems for controlling network selection between a current wireless network and a higher-priority wireless network. A subscriber station determines, while connected to a current wireless network, whether it is within a coverage area of a higher-priority wireless network and whether a current traffic data load is indicative of lower-priority background traffic or higher-priority foreground traffic. Responsive to determining that it is within the coverage area of the higher-priority wireless network and that the current traffic data load is indicative of lower-priority background traffic, the subscriber station halts at least the lower-priority background traffic for a predetermined amount of time sufficient to effect a release of a radio resource control (RRC) connection with the current wireless network and searches for and connects to the higher-priority wireless network.

A first dispatch system in a first network assigns a network resource in the first network to an incident that occurred in a first jurisdiction. The first dispatch system requests a mutual aid resource from a second dispatch system in a second network subsequent to identifying a resource gap in the first network. The first dispatch system obtains the mutual aid resource from the second dispatch system. A first policy component in the first network receives, from at least one of a first prioritization service in the first network and the at least one second network, at least one of an incident information or a mutual aid information. The first policy component correlates the mutual aid resource with obtained incident information and assigns a same priority to the network resource and the mutual aid resource.

    Abstract: A method and system for transferring an ongoing communication session from one application server (AS) to another is described. Multiple ASs are monitored and serviced by a Transfer Management Module (TMM). Each of the ASs serves a different network and each network includes various end devices. During an ongoing communication session, whether the session is to continue using the current AS is determined based on a set of rules. If the session is to be transferred, an alternative AS that provides the same application as the current AS is selected using a set of conditions. Upon selection of the alternative AS, the current AS transfers the control and/or media state of the ongoing session for one to all users through the TMM to the selected AS, and the session is continued.
